1. What were some of the problems Disunia had with enforcing agreements?
Disunia couldn't make an agreement or help each other because each state was focused on helping their own state, and trying to make rules that affected the other states for the benefit of their own. Which then lead to the other states disagreeing with the others states plans, therefore Disunia wasn't able to enforce any agreements.
2. What could be done to help Disunia function better?
The states could have come together and talked out a good agreement to all contribute to helping the pollution and Evil Weevile problem, instead of focusing on the benefit of their own state.
